Resource management reform | next steps

29 September 2026

While Parliament has risen ahead of the General Election on 7 November, work is continuing on the next stages of resource management reform, now the two Acts (the Planning Act and Natural Environment Act) that replace the Resource Management Act have been passed.

Illustrative National Policy Direction

The Government is consulting on an Illustrative National Policy Direction (NPD), which provides an overview of how the goals of the new planning system will be translated into future resource management planning decisions, as well as providing direction to councils and communities.

The consultation is focused on gathering early feedback on whether the proposed thematic structure is easy to understand, whether the Illustrative NPD provides a useful picture of how national direction could work in practice, and whether there are any important priorities, gaps or trade-offs that should be addressed.

You can view HortNZ's draft submission on the Illustrative NPD here. Consultation closes on Thursday 8 October at 12pm. You can either provide your feedback directly to HortNZ (email matt.watson@hortnz.co.nz) or to NZVeg (email andrew.bristol@nzveg.co.nz) by this date.
